The European Commission have proposed a
new Renewable Energy Directive
(RED II) for the period 2020 to 2030 with some major implications for
energy policy, self-consumers, community groups and the transport
sector. Given that Ireland is unlikely to meet our legal obligations
under the current Renewable Energy Directive (target of 16% Renewable
Energy by 2020) and also not meet our separate obligations for
emissions reductions in the non-ETS sector (heat + transport + agriculture), the implications of RED II are important.
At a high level the new proposal lays down principles according to
which Europe can collectively deliver 27% renewable energy across the
sectors of electricity, heating and transport by 2030. The proposal aims
to complement existing energy and climate policies in Europe to deliver
a 40% reduction in greenhouse gas emissions below 1990 levels by 2030 -
